HIGH STREET, ORPINGTON – PROPOSED RESTRICTED PARKING ZONE, 20MPH SPEED LIMIT AND ROAD HUMPS, AND CHANGES TO PARKING AND LOADING PROVISIONS AND PEDESTRIAN CROSSINGS
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Bromley proposes to make the above-mentioned Orders under sections 6, 45, 46, 49, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
The general effect of the Orders would be, as specified in the Schedule to this notice, to:-
(a) introduce a restricted parking zone which would prohibit waiting and loading at any time except in signed bays;
(b) introduce a 20 miles per hour speed limit;
(c) introduce a new disabled parking bay and relocate an existing disabled parking bay;
(d) introduce a new loading bay, relocate and alter lengths of existing loading bays and vary the operation of these bays;
(e) remove a loading bay;
(f) introduce new Pay & Display parking bays, relocate and alter the number of spaces in existing Pay & Display parking bays and vary the operation of these bays;
(g) relocate and vary the operation of a taxi rank;
(h) remove loading restrictions; and
(i) relocate and extend the length of an existing motorcycle bay.
Details of prohibitions and exemptions for certain vehicles and persons are contained in the original Orders.
FURTHER NOTICE IS HEREBY GIVEN that the Council intends to alter the extents or locations of pedestrian crossings as specified in the Schedule to this Notice under section 23 of the Road Traffic Regulation Act 1984, as amended.
FURTHER NOTICE IS HEREBY GIVEN that the Council proposes to construct the type of flat-top road humps known as “speed tables” at the junctions and/or existing/revised pedestrian crossing locations specified in the Schedule to this Notice under section 90A of the Highways Act 1980, as amended.
As part of the proposed changes, bus stop clearways would be extended in length also as specified in the Schedule to this Notice.
A copy of the proposed Orders, of the plans of the schemes and of the Council’s statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays at the Bromley Civic Centre, Stockwell Close, Bromley, Kent, until the end of six weeks from the date on which the Orders would be made or, as the case may be, the Council decides not to make the Orders.
Any person wishing to object to the proposed Orders or road humps should send a statement in writing of their objection and the grounds thereof to the Director of Environment, Civic Centre, Stockwell Close, Bromley, BR1 3UH, quoting reference ADE(TP)/RP/T100/546 not later than 28th April 2010.
Persons objecting to the proposed Orders should be aware that under the provisions of the Local Government (Access to Information) Act 1985, any comments received in response to this Notice may be open to public inspection.
SCHEDULE:-
All roads specified in the Schedule to this notice are in Orpington, London Borough of Bromley.
RESTRICTED PARKING ZONE
No waiting and no loading at any time except in signed bays. These restrictions would supersede any existing waiting and loading restrictions (where different) in the affected lengths of streets:-
AYNSCOMBE ANGLE, the north-west to south-east arm, both sides, from the south-eastern kerb-line of High Street south-eastwards to a point 6m south-east of the north-western wall of No. 83 High Street.
BROOMHILL ROAD, both sides, from the north-western kerb-line of High Street north-westwards to a point 12.5 metres north-west of the south-eastern wall of No. 120a High Street.
CHISLEHURST ROAD, both sides, the carriageway that lies to the south-west of the traffic island at its junction with High Street.
CHURCH HILL, both sides, from the south-eastern kerb-line of High Street south-eastwards to a point 4.5m north-west of the south-eastern wall of No. 97 High Street.
HIGH STREET, both sides, from its junction with Station Road/Spur Road north-eastwards to its junction with Chislehurst Road (in respect of the carriageway to the south-west of the traffic island at that junction) and to a point 13m north-east of the party wall of Nos. 77 and 79 (in respect of the carriageway to the south-east of the traffic island at that junction).
HOMEFIELD RISE, both sides, from the south-eastern kerb-line of High Street south-eastwards to the south-eastern wall of No. 235/237 High Street.
KNOLL RISE, both sides, from the north-western kerb-line of High Street north-westwards to a point 2 metres north-west of the south-eastern wall of No. 292 High Street.
MOORFIELD ROAD, both sides, from the north-western kerb-line of High Street north-westwards for a distance of 7.5m.
WHITE HART ROAD, both sides, from the north-western kerb-line of High Street north-westwards to a point 1m south-east of the south-eastern wall of No. 106 High Street.
THE UNNAMED ACCESS ROAD that lies between Nos. 277 and 279 High Street, both sides, from the south-eastern kerb-line of High Street south-eastwards to the north-western wall of No. 279 High Street.
20MPH SPEED LIMIT
This restriction affects the same lengths of road specified above for the proposed Restricted Parking Zone (in this context any reference to sides of roads should be ignored).
DISABLED PARKING BAYS
At any time, maximum stay 3 hours.
New bay:-
HIGH STREET, the north-west side, outside Nos. 264 – 268 (2 spaces).
Relocation:- HIGH STREET, the south-east side, relocated from outside Nos. 203 – 207 to outside Nos. 199 – 203.
LOADING BAYS
All loading bays in the Restricted Parking Zone would operate at any time, for use by any vehicle for loading only, maximum stay 30 minutes, no return within 1 hour.
New bay:-
HIGH STREET, the south-east side, outside No. 311 (16m).
Relocations and changes to lengths:-
HIGH STEET, the north-west side, outside Nos. 136 – 144, extended 3m northwards.
HIGH STEET, the north-west side, outside Nos. 196 – 206, relocated 1.2m southwards and shortened by 0.5m.
HIGH STREET, the north-west side, relocated from outside Nos. 242 – 252 to outside Nos. 236 – 244 and shortened by 1.5m.
HIGH STEET, the north-west side, relocated from outside Nos. 298 – 302 to outside Nos. 306 – 310 and extended by 1.5m.
HIGH STEET, the north-west side, relocated from outside Nos. 320 – 324 to outside Nos. 322 – 326 and shortened by 1m.
Removals:-
HIGH STEET, the north-west side, outside Nos. 230 – 234.
PAY & DISPLAY PARKING BAYS
The charges for all paid-for parking bays in the Restricted Parking Zone would only be payable by Pay & Display (the pay by phone and permit holder “Q” facilities would be withdrawn). The hours of operation, maximum stay, no return and charges would remain unchanged.

HIGH STREET, the north-west side, outside Nos. 246 – 248 (2 bays).
HIGH STREET, the south-east side, outside Nos. 261 – 269 (4 bays).
Relocations and changes to number of spaces:-
HIGH STREET, the north-west side, relocated from outside Nos. 170 – 196 to outside Nos. 172 – 194, and shortened by 2 bays.
HIGH STREET, the north-west side, relocated from outside Nos. 262 – 270 to the south-east side outside Nos. 241 – 251, a net gain of 1 bay.
HIGH STREET, the north-west side, relocated from outside Nos. 302 – 320 (and split into two lengths either side of a relocated loading bay) to outside Nos. 296 – 304 and Nos. 310 – 318, a net loss of 1 bay.
HIGH STREET, the south-east side, relocated from outside Nos. 299 – 309 (and split into two lengths) to outside Nos. 289 – 301 and Nos. 307 – 311, a net gain of 1 bay.
TAXI RANK
Relocation and change of operation to no stopping at any time, except taxis:-
HIGH STREET, the south-east side, relocated from outside Nos. 147 – 151 to the north-west side outside Nos. 168 – 170.
LOADING RESTRICTIONS
Removals:-
MOORFIELD ROAD, the north-east side, loading restrictions removed from a point 7.5m north-west of the north-western kerb-line of High Street north-westward for a distance of 1.5m.
MOORFIELD ROAD, the south-west side, loading restrictions removed from a point 7.5m north-west of the north-western kerb-line of High Street north-westward for a distance of 4m.
MOTORCYCLE BAY
Relocation and change to length:-
HIGH STREET, the south-east side, relocated from outside No. 203 to outside Nos. 205 – 213 and extended in length to 14m.
PEDESTRIAN CROSSINGS
HIGH STREET, the number of zigzags on approach to the zebra crossing outside No. 114 would be reduced to two in both directions.
HIGH STREET, the puffin crossing outside No. 214 would be relocated 14m north-eastwards to outside Nos. 208 – 212.
HIGH STREET, the number of zigzags on approach to the zebra crossing outside No. 342 would be reduced to two on the north-eastern side (the width of the footways between the junction with Station Road/Spur Road and No. 310 would be increased, the central reservation would also be removed, and the crossing width would be reduced).
HOMEFIELD RISE, the number of zigzags on approach to the pelican crossing adjacent to Nos. 229 and 235/237 High Street would be reduced to two on the north-west side.
ROAD HUMPS (SPEED TABLES)
Each speed table would be an elevated section of carriageway with a flat top, between 75 and 100 millimetres higher at its highest point than the surrounding carriageway, extending across the full width of the carriageway and having the length described below which includes the gradients.
HIGH STREET, outside Nos. 158/160 (11.5m).
HIGH STREET, outside Nos. 206 to 214 (36m).
HIGH STREET, outside Nos. 250 to 262 (39m) which also extends south-eastwards into HOMEFIELD RISE, adjacent to Nos. 229 and 235/237 High Street (approximately 26m) and into THE UNNAMED ACCESS ROAD that lies between Nos. 256 and 258 High Street (approximately 8.5m).

HIGH STREET, the north-west side, outside Nos. 326 – 334, extended 13m south-westwards.
HIGH STREET, the south-east side, outside Nos. 93 – 97, extended 2.5m south-westwards.
