I AM in full sympathy with Alan Cater regarding his unfair penalty notice, I have been in exactly the same situation.
In October I was issued with a penalty notice at Red Hill car park, Chislehurst.
I park there every week during term time as my toddler attends a weekly class at the library and I am therefore very aware of the parking restrictions.
I was displaying a valid ticket at the time the penalty notice was issued.
As I attend several activities with my toddler and have to purchase various parking tickets, there was more than one displayed in my car at the time.
I can only assume, due to weather conditions, the windscreen had steamed up causing poor visibility and the attendant was unable to identify the correct ticket.
I appealed against the notice and sent photographs of the pay-and-display ticket.
It took several weeks for a response but finally, at the beginning of January I received the letter stating, according to the attendant's records, I had failed to display the required ticket.
At the time I could not be bothered with taking an appeal further. With two small children I do not have time to chase around trying to prove my innocence. So I paid up.
Are attendants just trying to meet targets and relying on the vague evidence of their documents so penalty notices stick?
