Banstead newsagents are being asked to consider whether they are risking paper boys and girls' backs by piling on the newspapers.
Parents' complaints that their children are being made to carry excessive loads has sparked a leafleting campaign by Reigate and Banstead Borough Council.
Environmental health officers are targeting 45 newsagents in the area and asking what measures they take to comply with the Health and Safety at Work Act.
The campaign coincides with the start of European Week for Health and Safety from October 16 to 22. Newsagents will be asked to carry out a risk assessment.
