Enfield Council's plans to develop Enfield Golf Course into a park with housing have been hit by the identification of the area as a 'critical ordinary watercourse'.
There is now a designated 1km flood plain between Boxers Lake and Salmon's Brook which requires new drainage.
It comes just weeks after the council was forced to hire an industrial pump for £90,000 to avert flooding in the Montagu Road area in Edmonton.
Cllr Michael Lavender, deputy leader of the council's opposition Conservative group, is seeking action on the threat of future floods.
He said: "Residents in Montagu Road still have concerns about the flood defence measures the council is taking.
"It is the council's responsibility not to allow development in flood plains.
"I am extremely concerned about the Labour Party's development proposals forn Enfield Golf Course and the impact this will have on Salmon's Brook."
The council will be commissioning a technical analysis of the area in a bid to improve drainage in the golf course area prior to any development.
A council spokeswoman said: "We are at a very early stage for any plans for the golf course and we are fully aware of the flood issues.
"It must be stressed that any proposal must be entirely acceptable to the club and demonstrably in the best interests of the London Borough of Enfield."
The Enfield Preservation Society (EPS) has announced that it will fight any plans for housing on the golf course site and is also concerned about relocating the club to Green Belt land.
Chairwoman Monica Smith said: "The EPS would strongly resist any housing development on the site, which is classified as Metropolitan Open Land and subject to the same degree of protection as Green Belt, and similarly we would fight the building of a golf course in our Green Belt countryside."
