The multi-million pound scheme, drawn up by shopping centre owners St Modwen Developments, includes shops, food outlets, plush apartments and a new bus terminal.
The radical design features tiered storeys with a glass and aluminium frontage and has a concourse running through it, lined with retail outlets.
Overlooking the Green will be 187 apartments to cater for the private sector, social housing and key workers.
The redesigned 20-stand bus station, costing £1m, will be one of the most modern in London and is scheduled for completion within 18 months.
Big name retailers are also lined up for the new units and the 'anchor' foodstore on the site of the existing leisure centre.
A new leisure centre will become the centrepiece of the development.
The market square inside the shopping centre has already been the subject of a restructuring programme which should be completed soon.
Town Hall planners are currently considering the development prior to making a formal recommendation to the planning committee.
Speaking to the Independent about the plans Cllr Andrew Stafford, cabinet member for corporate services, said he hoped that the scheme would create a 'night economy' for Edmonton where in parts the average household income is just £100 a week.
He said: "The idea is to get people who have a bit of money in Enfield to stop treating Edmonton as a no-go area and see it as a desirable place to live.
"It will be brilliant. We firmly believe this is a place people are going to want to live and shop.
"We are trying to attract some quality retailers in Edmonton and that will only be helped by this."
Council regeneration chiefs predict that a total of £50m will be generated by the development.
St Modwen bought the shopping centre from the council in a £5m deal two years ago.
Since then, the company has been drawing up a series of plans to revamp the decaying centre.
The scheme is still subject to approval by the planning committee.
If it goes ahead, it will form an integral part of the £110m facelift the Edmonton Green area is currently undergoing.
