Surbiton councillors are worried at the delay bringing in traffic calming measures and new road crossings in the St Marks ward.
A sum of £250,000 was received by the neighbourhood in January but so far no work has been done, bar some footpath resurfacing.
Independent Conservative Councillor, Dennis De Lord said: I cant understand what the delay is all about. When I was chairman of Surbiton neighbourhood we allocated £5,000 to commence the groundwork ahead of receiving funds, so that a scheme could be quickly implemented.
The reason for the delays, according to officers, is the complicated nature of traffic problems in Brighton Road, Maple Road and Balaclava Road, which have taken some time to be worked out and for suitable options to be found.
