The Lilywhites' injury-ravaged squad forced a number of changes, which included the inspirational Craig Knox in the Pennant goal.
Pennant started the brighter of the two sides with Billy Cove having a header saved well by Paul Wood in the second minute.
Carlton Campbell also found it difficult to find a way past Wood, who again saved well after some good work by Jay Notley and Neil Tilley.
At the other end Barrie Fox had a shot blocked well by Jordan Bostock, but for most of the first half the visitors were in the ascendancy, with the home defence just holding out thanks to centre-half Kevin Marsden marshalling his back line well.
The Urchins came more into the game after the break, with Chris Woolf either putting his chances wide or not being able to find away past the Knox.
For Pennant Tilley and Tickner had shots wide of the target and a good effort from Notley was blocked for a corner.
The frosty conditions made ball control difficult, and with time running out Notley again went close.
With the game now moving into extra time it was typical of recent times that the home side who were unable to find away past Wood in 90 minutes of football, would only take a two minutes to score.
Keith Timms and Tickner combined well to find Campbell who in turn found Jermaine Hughes with a good ball, which lead to him planting it past Wood.
Pennant seemed more determined to clinch the match and seven minutes later a long looping shot from Tilley from 30-yards out beat Wood as he was distracted by the incoming Campbell to double the visitors' advantage.
With Hornchurch trying to get back into the game they left gaps at the back, allowing a pair of efforts for Cove and Hughes, both of which were just off target.
Sid Nelson, replacing Richards, adopted a more defensive role to stifle any threat from the home team, which ensured fully deserved victory for the Lilywhites.
