A proposal to build a 74ft mobile phone mast on scrubland next to the Elstree Tunnel has been refused planning permission.
Borehamwood-based One-2-One wanted to build the mast to provide coverage for people using the railway and industrial units near Station Road.
But the council said the proposed mast was too tall and ugly, and was too close to the former Fire Research Station, which is likely to be redeveloped as housing.
The company had argued that there was nowhere else it could build the mast, but councillors at last Thursday's planning meeting said that was not a good enough reason.
