You reported that a 1998 study by London University named Partingdale Lane as one of the most successful traffic-reducing measures ever.
I would have thought that it would have been obvious that if you close a road, you get no traffic. Thus you get no accidents which are traffic-related. You don't need to be a rocket scientist to work that one out.
