Surbiton councillors have again rejected calls by Hawks Road residents to divert some of the lorries which hurtle past their houses to the tip every day to nearby Villiers Avenue.
Councillors from the two neighbourhoods met with contractors SITA and Hawks Road and Villiers Avenue residents last Friday.
As a temporary solution it was agreed lorries will be banned from using the tip before 6.15am.
But Surbiton councillors said they would still not support lifting Villiers Avenue weight restrictions currently stopping lorries from using their road.
Chair of Surbiton Neighbourhood, Councillor Barry O'Mahoney said: "This is a residential road with a very dangerous junction by Hollyfield secondary school.
"It would also open up this route for all other truck traffic coming from the A3 looking to get into or through Kingston town centre. This would increase truck traffic not just on Villiers but also on Hawks Road and potentially make matters even worse."
Councillor Yogan Yoganathan added: "It's not the answer to transfer the problem to another equally unsuitable route."
