Free travel concessions have now been grouped under the umbrella name Zip.
The Zip Oyster photocard gives 11 to 15-year-olds and eligible 16 to 18-year-olds free travel on buses and trams.
There are more than half a million cardholders and the scheme has a take-up rate of more than 80 per cent.
Free travel for young people has been heavily criticised for being a cause of anti-social behaviour on public transport but since June validating Oyster photocards on every journey has been compulsory and Transport for London (TfL) claims this has led to an improvement in the behaviour of school children.
The card is a benefit which can be revoked. Any child not carrying a card has to pay for their journey.
TfL now wants a debate on the free travel scheme and wants to get the views of young people about whether they value having the card or feel it's a right which they take for granted.
