A Bromley resident claims numerous agencies have failed him in a bid to help his neighbour living in a house "which should be condemned".

Stewart Voy, from near Upper Park Road, says his neighbour desperately needs help after suffering medical and "mental health issues".

Mr Voy, 57, said: "My neighbour is a hoarder, we have been trying for several years to get some help in resolving this issue which has now become beyond a manageable level.

"She’s found herself in hospital and I was asked to feed her cat.

"What met me was absolute horror and shock, the flat is inhabitable.

"In the kitchen there is something in the region of 10 open black bin liners filled to the brim with household rubbish.

"When I open the fridge there’s not an item that’s not covered in black flies."

MORE TOP STORIES   Self-employed Mr Voy says his neighbour has lived in the building for the past 15 years, which they rent from A2 Dominion.

He added: "I’ve been in there before but it was not to this degree.

"I can’t begin to describe it. There’s a newborn baby above the flat, we’re all having to walk past it, it’s a health risk to everyone in the building.

"There are piles of black bin liners and items everywhere, every room is filled.

"There’s a stench which makes you want to retch when you go into the property."

He claims his attempts to get help from numerous organisations have been fruitless.

Mr Voy, who lives with wife Amanda-Jane, 52, said: "I’ve tried my best phoning social services, the environment agency, A2 Dominion, I’m coming up against so many barriers, so much red tape.

"A2 told me to call the RSPCA for the cat, then if it was deemed not fit for the cat then they would do something if it’s not fit enough for an animal.

"We need to get her the help that she needs, we’re concerned for her, I’m not going to walk away.

"She wants help, and I’m asking for help for her. I’m hoping she will be given the help she needs.

"The property needs to be condemned."

"However, as a social housing provider, we are committed to providing good quality rented accommodation.

"If a situation arises where we believe there could be a health and safety concern, we would work with the appropriate agencies to manage any issues and provide support to the resident."
