The results are yet to be announced for the Dartford Borough Council election after a power cut in the town delayed the count.
The results were expected at 1pm but a council spokeswoman said they cannot yet confirm when the winners will be announced.
Shops on the high street were also affected.
A UK Power Spokeswoman said the electricity has now been restored.
"Power supplies were restored within nine minutes after a fault on the underground electricity network at 12.53pm, which briefly affected 1,700 customers," she said.
"We are sorry for any inconvenience caused and our engineers returned supplies to everyone in the area as swiftly as possible."
